Usually VS1 clarity diamonds are the best value "safe" clarity rating in terms of buying online without a photo - you can go to a lower clarity grading but then you need to see a high quality photo of the diamond to assess the inclusions for yourself. Spending $17300 towards a diamond gets one a diamond well above the cut, such as this diamond. Just be sure that you and your partner are happy spending this amount of money on a diamond.
